Section 504 of the Rehabilitation Act of 1973 is a federal civil rights law that protects students with disabilities and ensures they have equal access to education in schools that receive federal funding.
Students may qualify if they have a physical or mental impairment that substantially limits a major life activity, have a history of such an impairment, or are perceived as having one.
A 504 Plan provides accommodations—such as changes to instruction or testing—to help students succeed in the general education classroom. Unlike an IEP, it does not include specialized instruction.
